Introduction> 1 Introduction to Medicaid
Medicaid is a state/federal program that provides health coverage for Wisconsin residents that are elderly, blind, or disabled. Medicaid is also known as Medical Assistance, MA, and Title 19.
When a person applies, eligibility is tested under appropriate categorie(s) of Medicaid. S/he is eligible if s/he meets all non-financial and financial requirements.
There are different categories of Medicaid:
• SSI-related Medicaid
• MAPP
• Institutional Long Term Care
• Home and Community Based Waivers Long Term Care
• Family Care Long Term Care
• Partnership Long Term Care
• Program of All-Inclusive Care for the Elderly (PACE)
• Katie Beckett
• Tuberculosis (TB) -related
• Medicare Premium Assistance (MPA): QMB, SLMB, SLMB+, QDWI;
• Emergency Medicaid
A person may fit into one (or more) of the above categories based on non-financial factors. A person is eligible if s/he meets all Medicaid non-financial and financial requirements. Individuals who are not elderly, blind or disabled (EBD) may be eligible for BadgerCare+ (BC+). See the BC+ Handbook for more information.
• Another related program is SeniorCare, which provides prescription drug coverage for persons 65 and older.
EBD Medicaid is available to those who are:
• 65 or older, or
• Blind or disabled as determined by the Disability Determination Bureau (DDB)
